I think this is bug in dblatex conversion script to substitute ";" into "%3B" using Percent-encoding (http://en.wikipedia.org/wiki/Percent-encoding). I think links from the HTML web page works fine. By the way, I found the reason of the blue link for developers-reference PDF. It seems to be caused by pdflatex. PDF build from DocBook XML seems to be a mine field og bugs when it comes to URL.
