Fixing up a config that was created by the user (fglrx-driver never creates xorg.conf, users usually use aticonfig) is not an easy thing. But the wheezy version does display a debconf error giving hints and instructions upon upgrades if unsupported hardware is found (and the sid version, see unblock #688100, also mentions the availability of the legacy driver.) The wheezy and sid versions also display a debconf error if the package is being removed, but still enabled in xorg.conf(.d).
