This has always been a feature. An administrator can remove a "conffile" and dpkg should respect this local change (a removal is considered a change just like another). Thus this is not a bug. If you want an improvement, you need to come up with a way to differentiate a manual remove from the admin with a file lost due to another problem. I don't know of any... I suggest closing this bug.
