Hi. This is a very old bug about dpkg-scanpackages. I'm honestly not sure what the exact problem is the submitter has with dpkg-scanpackages behaviour and wether it is just a misinterpretation of the documentation or really a bug.
Unless someone (e.g. the submitter) can shed some light on this, this bug should probably be closed as unreproducible.
