dpkg should export dependencies like "pkg [amd64 i386]" to
the binary package and ignore dependencies for non-matching
architectures at runtime.
Also, I propose to add a field "Install-to:" for arch-indep packages, 
which defines to which Packages file it will be installed.
This would allow packages like ndisgtk to be arch-indep, but installed
only into the i386 and amd64 Packages files.
