dpkg version 1.13.23 introduces the new "Breaks" header, and rejects it,
with the full implementation coming in 1.14.6. The package for 1.14.16
has a "Breaks" header. Therefore, anyone who is upgrading from any
version between 1.13.23 and 1.14.5 inclusive to 1.14.16 onwards (as is
now the only option in unstable) will be met with the error message:
dpkg: regarding .../dpkg_1.14.16.1_amd64.deb containing dpkg:
package uses Breaks; not supported in this dpkg
dpkg: error processing /var/cache/apt/archives/dpkg_1.14.16.1_amd64.deb
(--unpack):
unsupported dependency problem - not installing dpkg
A chicken and egg situation.
Solving the problem involves either hunting down an intermediate version
or forcing an install against dpkg's better judgement, using
--force-depends, as specified in the diff in bug #375703.
