Right now binaries are allowed by default in the debian directory
if you use a recent source package format ("2.0" & "3.0 (quilt)").
This should not be the case, binaries should only be allowed if they're
listed in debian/source/include-binaries.
The debian/ directory contains lots of temporary files and when not
properly cleaned we might integrated binaries in the source. That's not
really desirable.
