Did you try to 'rm -rf /tmp/*' or 'rm /var/cache/apt/archives/*' or
similar to see if you really cannot use dpkg anymore?

This doesn't feel like an RC bug to me, though it would be nice if dpkg
would warn before trying to fill the disk space.
