I'm afraid, this is not what this bug is about. The bug requests that dpkg stores md5sums of installed files and not of the .deb itself. Also I'm not sure why you say that "Debs provides MD5Sum, Sha1 and Sha256 fields now" because .deb do not provide any of those fields, they are in Packages files but they are not part of the .deb in any way.
