/var/lib/dpkg/available has to be created manual, if it is deleted or moved.
Without it 'aptitude install ...' gives a failure.

This is actually dpkg failing, but you are not supposed to be manually
removing files under /var/lib/dpkg/, if you do you get to keep the
pieces. To empty the available file the «dpkg --clear-avail» command
can be used instead. Thus closing this non-bug report.
