It involves code changes to run patch in non-quiet mode by default and to redirect its output in a pipe that dpkg-source stores in memory. The output read by dpkg-source is only displayed if dpkg-source fails to apply the patch. That way you have the full output in case of errors and nothing otherwise (avoiding clutter).
