It just doesn't fit the design of dpkg-source, so no. You could add a
--verbose option to dpkg-source but I don't agree to reuse DH_VERBOSE for
that purpose.

You didn't understand. My suggestion does not involve any manual work. It
involves code changes to run patch in non-quiet mode by default and to
redirect its output in a pipe that dpkg-source stores in memory. The
output read by dpkg-source is only displayed if dpkg-source fails to apply
the patch. That way you have the full output in case of errors and nothing
otherwise (avoiding clutter).
