`dpkg-buildpackage -B' checks for Build-Depends only and than calls `debian/rules build', however the Debian Policy (in 7.7) specifies that packages mentioned in both Build-Depends and Build-Depends-Indep should be installed for the build target. (Obviously it would be nice if the build-arch would be called instead, but I belive this is bug #229357).
