Well there's really not enough information here to know what went wrong, but I have a really hard time seeing this as a dpkg problem. Do you have libc6-dev for the target architecture? Actually why do you have a /lib/libc.so.6? that should be on a multiarch path, did you build a local libc that got installed there while bootstrapping?
