I think dpkg-dev is the cause, with this related changelog message for
version 1.16.1:
* With source format 2.0 and 3.0 (quilt), dpkg-source now fails by
default
when upstream changes have not been recorded in a quilt patch. The
new
--commit operation can be used to properly record the changes
before-hand.
