There is a request for apt-get install to support the depends format directly. I do not think that either approach is sensible. <http://bugs.debian.org/525189> As you pointed out already, the task of ensuring build dependencies are installed is solved with a small, third party tool (mk-build-deps, or similar). That has been far less effort and is more flexible than anything which could be done within dpkg or apt directly.
