There is a request for apt-get install to support the depends format
directly.  I do not think that either approach is sensible.

As you pointed out already, the task of ensuring build dependencies are
installed is solved with a small, third party tool (mk-build-deps, or
similar).  That has been far less effort and is more flexible than
anything which could be done within dpkg or apt directly.

Although this part:

is perhaps useful *for other reasons*.

Just 2c to have this +wontfix and keep core packages clean and sensible.
