That spec is wrong, and just checking now, that was incorrectly added
very recently:

Well, besides the above, the “none” value makes no sense, changing it at
this point would cause more trouble than not, as dpkg has never allowed
that value, so there's no such packages in existence.

I'm keeping this open to document the “no” value in the man pages, will
be included in my next push.
