Which of the issues?

#845193 is likely a genuine issue in openssl1.0, as 1.1 works fine,
although triggered by the dpkg flags.

#845550 (the clone) is about dpkg adding some flags only on some
architectures, so changing something in the files referenced by
these flags does not touch that issue.

… out of which only the libz and libgcrypt ones go away when
rebuilt (binNMU’d), binNMU’ing glibc with up-to-date GCC and dpkg
does not make the libc.a members use only PIE-safe relocations
(although they do reference the GOT for some reason). This points
even more towards that this needs to be handled by GCC alone.
