Which of the issues? #845193 is likely a genuine issue in openssl1.0, as 1.1 works fine, although triggered by the dpkg flags. #845550 (the clone) is about dpkg adding some flags only on some architectures, so changing something in the files referenced by these flags does not touch that issue.
