Want to build quagga 1.1 on a Jessie machine
won't build because debhelper < version 10
debhelper won't build because dpkg-dev < 1.18
tried to build newer dpkg

ineffective)?
dpkg-buildpackage in dpkg-1.18.24 on a Jessie machine
* What was the outcome of this action?
build failed
* What outcome did you expect instead?
build succeeded
scripts/Dpkg/Source/Archive.pm declares options to the tar command which
are not present before 1.28-1. These options are passed to tar during
the build tests causing the build to fail with Jessie's version 1.27.
tar (>= 1.28-1) is declared in Depends but is not declared in Build-Depends
