Dear dpkg maintainers, this is the first patch of my upcoming zh_TW
translation updates.  I was going to forward this patch on 2018/4/19 via the
debian-dpkg mailing list, but it didn't made it for some reason.  The patch
will probably not apply cleanly now, apologies for any inconvenience I may have
cause.

I use this work flow for the first time, so please review for any
errors.  The upcoming patches will be submitted to here, the bug tracker.
