When working behind a slow modem line, or behind an upload-limited
line, it would be useful not to upload an unmodified upstream tarball
back to the net.

The idea would be either to add a command-line option that would
translate a filename into a URL, or have the upstream-source
information in a file like old debian/watch.

It could then be used:
- on ssh uploads, by issuing an "ssh wget -o FILE URL" command
- on ftp upload, by using the FTP commands behind the "proxy"
command in good old "ftp" client (may not be always supported, but
at least works sometimes)

Hmm, this feels a bit like feature creep, although the real problem is
that it would need to encode knowledge of the remote system, which
would be non-portable or stable over time. Also connection speeds have
changed over time.

I think I'll just close this for now. If you disagree and would still
like to have something like this implemented, please feel free to
reopen.
