Install to Raspberry Pi 4 (4G RAM)

install ran 26 August 2021 using images downloaded that day.
Install ran fine BUT /usr/sbin/start-stop-daemon NOT installed. so
dpkg aborts with a helpful error message.
Had same problem about a month or so ago but did not have problem some
months ago (shortly after the above guide came out)

At the time got replies off-BTS mentioning that after getting new thumb
drivers, the problem was not reproducible anymore, so I'll assume some
kind of hardware failure, but I forgot to close it, so doing that now.
Feel free to reopen if this pops up again and is reproducible somehow.
