When build dpkg 1.21.19 on Deepin 23 alpha, it shows that dpkg fails to
build on dh_installchangelogs --no-trim. The --no-trim option was
introduced in debhelper 13.10. dpkg should depeng on debhelper >= 13.10
to avoid build failures.
