Rather than something centered around dpkg warnings, what about:
Merged-Usr: yes/no
Wouldn't that be a more useful information for dpkg? Meaning: if the
vendor declares that it uses a merged-/usr layout, then dpkg will
suppress warnings, and maybe in the future it can do more smart things
with this information.
Just throwing an idea in case it helps.
