Could you try with a new test user?
I did. And I neither can't reproduce.
And quick check on LANG and LC_* in environment of both users,
didn't show differences.
Further attempts to reproduce the problem did fail.
I'm closing this bug report.
What caused the problem will be a mystery.
Most import thing that changed between "problem day" and "OK day":
The daily reboot ...
