This bug was apparently fixed in git, but could you please make an
upload?
Ever since this regression in dpkg-source we have been using a
degraded workflow in src:dgit. That degraded workflow just resulted
in an unintended upload, which would have been prevented if it had
been possible for us to run CI on branches with unfinalised
changelogs.
