Package: dpkg-dev Version: 1.4.0.31 /etc/emacs/site-start.d/50dpkg-dev.el is in dpkg-dev, but /usr/share/emacs/site-list/debian-changelog-mode.el is in dpkg. They should both be in the same package (probably dpkg-dev).
