Proper way to examine diversions?

I'm adding diversion support to suidmanager, so that suidmanager
manipulates the diverted file correctly.  How should I go about telling if
a file is diverted?  Should I look through /var/lib/dpkg/diversions, parse
the output of dpkg-divert, or something else?
