I have a workaround.
I was hit by the same or a similar bug. The symptom was the same
assertion failure. There were two unconfigured packages:
libggi2 (990212-1)
libggi-target-vcsa (990212-1)
If I did
dpkg --configure --pending
I got the assertion failure. These two packages interdepend, so I
could't simply configure one first and then another.
I was, however, able to configure libggi-target-vcsa with --force-depends,
configuring libggi2 on a separate run. This is my workaround.
