When building the cyrus21-impad packages, a warning message is printed
out after "dh_gencontrol -a" is run:
dh_gencontrol -a
dpkg-gencontrol: warning: unknown substitution variable ${shlibs:Depends}
You may view the warning message in the successful build logs for the
cyrus21-imapd package:

I didn't have the time to track this issue down fully, but I found the
error message is being printed from code in this file:
/usr/lib/dpkg/controllib.pl
And I know that dh_gencontrol calls dpkg-gencontrol (hence this bug
being filed under dpkg-dev).
