2) Important Bug. Has a major effect on the usability of a package,
without rendering it completely unusable to everyone.
While the stupid lack-of-appropriate-response to the spacebar upon
invocation doesn't make the package completely unusable, it does at
least make it significantly less likely that the newbie will read the
documentation.
Overall effects: Annoyance to the seasoned dselect user, and lowered
likelihood of the new dselect user having read the help screens before
using the system.
The former probably warrants a big fat informational warning (via
debconf?) when upgrading, the latter warrants reverting to the old UI
(which also fixes the former.)
It would also cure the additional problem of inconsistent behaviour
from one Debian system to another. (Doesn't anyone involved with this
do user support at all?)

(You just said why, why expand it in thirteen more lines? :)
You seem to have an actual complaint against the keybinding that exits the
help screen, rather than the generic sophistry of the original submitter.
Which reminds me, this bug needs to be closed -- no reply from submitter in
over a month, no reply from dpkg coders.
Please, file a new bug saying "Please change the enter keybinding from the
help screen" and/or more bugs per each change you dislike, so that there
would be a clean chance for each of them to be properly considered.
(I doubt you'd get spacebar as exit again, as wiggy has obviously made up
his mind about that by applying my patch, but leaving only q/Q as quit in
the help screen could alleviate the problem efficiently enough.)
