Actually, a Pre-Conflicts field might be better. Any packages named in Pre-Conflicts would be removed prior the package being installed.
Its effect on the exisiting Conflicts would be that the special exemption allowing packages to Conflict with itself, or packages it provides could be removed, or rather moved to pre-conflicts. The second usage of Replaces wouldnt be needed i dont think as packages would conflict with each other, they would Pre-Conflcit with each other, so it would be sorted out before the Replaces filed was required.
