apt-proxy import

Hello 

Problem:        I downloaded KDE 3.1 with FTP and now i have
                a dir woddy\main\binary-i386
                                   \binary-powerpc
                                   \source
is there a way to import these files in 
a local apt-proxy on the Server?

is there a HOW-TO
 
i would be happy for any tips.
