As noted by the original submitter, this bug has nothing to do with German in particular (except that English grammar building does not work for German), but is a more general i18n issue which happens to show up in the German l10n.
To reach the suggested effect, " which provides " has to be translated
differently according to context. dpkg should stop using constructed
grammar - that's the bug here.
