I think it is a bit extreme to implement the change to mandate
the check for build-deps since:
A. dpkg-buildpackage doesn't have to check every single point in policy,
dpkg-buildpackage isn't a lint program.
B. it will make 'dpkg-buildpackage -S' to run slower
C. it will break a few existing uses of 'dpkg-buildpackage -S'
(namely that of building source package where build-depends is
not satisfied)
If this change is to be implemented, I would like it to be
optional, or give an option to suppress the error to a warning.
