Does it matter? Debian Policy Manual chapter 5 seems silent on the issue. A user reported that when trying to follow the triple-cocktail Provides/Conflicts/Replaces:some-virtual-pkg example in section 7.5.2, he got different results depending on the order he listed those three fields (I'm pretty sure he's using dpkg-1.10.21) in the control file in his .deb.
