Arch (as currently used by dpkg, anyway) *does* raise an unnecessarily high 
barrier.  Even for those of us who can figure out any version control system 
within a couple of hours.

The problem is for people like me who don't have their own 24-hour-up servers 
to host arch repos on (yes, this is common).  The normal workflow for this 
situation (check out from upstream, make local changes, generate patch, 
submit upstream; update from upstream, merge changes, regenerate patch, 
submit upstream...) is made rather tedious and more complicated than 
necessary by arch.
