Can you elaborate a bit on this? In particular, what's wrong with including it in libmodule-scandeps-perl? Are you likely to want a dh_perllibdeps similar to dh_shlibdeps? If I'm not mistaken, there is only a dozen or so packages build-depending on perl but not debhelper... It would seem like a maintenance advantage to have bugreports for dpkg-perllibdeps and libmodule-scandeps-perl go to the latter rather than dpkg-dev's bug list. Just a thought, though.
