I think you are misunderstanding "-sn". It does not (and never did AFAIK) extract only the packaging files. It does however avoid copying the .orig tarball where the source is extracted (which is now assured by the --no-copy option common to all formats) and ensures it's also not extracted as a package-version.orig directory (that dpkg-source can use in place of the .orig.tar.gz otherwise in the source format 1.0).
