I believe it to be quite unwise naming folders according to locale. Change of locale is exected to change the language of your working environment, and it won't (easily) if files are named on its basis.
I suggest naming it using english names, and where possible display localized on-the-fly like the GNOME desktop does with the ~/Desktop folder.
We need *some* name for 1.0, and I see it as asking for trouble to launch 1.0 with norwegian names as default. In other words, I think it is wise to use english names for 1.0.
