Hello, to sum it up for the non-German folks out there:
The capital of Germany, Berlin, is a state within the Federal Republic of Germany. Being only the big city and a couple of small towns, it is governed by the "governing mayor" and department officials. Currently the mayor is from the social democratic party (SPD), which forms a coalition with the democrat socialists (PDS). The latter has quite often stated that it is much in favor of Free Software. The city of Berlin has decided to use Microsoft software in a kind of contract. Given the fact that not conservatives or obvious neoliberal parties but social(ist) democratic parties rule the cities, the decision seems quite strange to me.
