The new base-config is tested and found to work. It fixes the
charset/locale installation problem for everyone not using ISO-8859-1.

- Handle new output from /usr/bin/tty (for newer kernels). This
fixes skolelinux bug #770, making installation work for those
using ISO-8859-15.

The package is currently in woody-test. I believe this package is
ready to go into the stable APT source. Any objections?
