To implement that you should probably provide for other packages a directory /etc/and/config.d and a script /usr/sbin/update-and that use run-parts to (re)build a config snippet /var/lib/and/config-addons and reload and.
Add a note tttto README.Debian of the package on how to use your provided directory and script, and start bothering package maintainers og gconf, mozilla, openoffice or whatever packages you feel should support your scheme.
If you want to help other package maintainers even further, then provide a helper package dh-and that packages can easily use and build-depend on (have a look at dh-consoledata for inspiration). When done, pester the maintainers of cdbs to include support for dh-and.
