First of all, APT must be told to use the proxy. Next, the proxy (squid) need to be told to cache large APT-related files (they tend to be large). We try to configure both in debian-edu, and I believe this used to work in the Woody CD. We set the environment variables http_proxy and ftp_proxy to fix the first issue, and update the squid configuration using cfengine to fix the second issue. I would be interested to know why this isn't enough. <URL: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=123144 > is a bug report I submitted a long time ago, when I discovered that it was impossible to set the FTP proxy using the configuration file.
