IMHO this is a single feature of source code revision systems.
Did anybody asked on debian-www list asked for something which
makes commits of non-techies easier?
Are there wikis around which work the way I want it to work? Are
there wikis available making it easy to administrate and handle
translations?
Not that I would know of.
