Well, Most of kdm is actually honouring the language set in /etc/environment
(not sure which setting), but removing the line "Langauge=nb" in
/etc/kde3/kdm/kdmrc, left me with norwegian text for Username and password
prompts, as well as the menu buttons, but it still uses "Welcome to linux at
tjener"
I guess this is an issue for the translators
