You can do 1) and 2) without reboot, and you can do 2) and 3) without reboot, but not all three in row. 1) and 2) is sometimes done when maintaining an existing system, but it's a much different situation from installation, where you do 2) and 3). Guess the partitioning tools don't see the difference.
