The way I see it there is "loose" and "strict" documentation. Wiki is very good for loose documentation. You just "throw in" your contributions, and it sticks: Perhaps others adjust it but if not then it is still useful even if messy. Debian web WML code and docbook is more "strict", requiring knowledge of the format to not blow up the structures somehow. You can possibly short-circuit those two, but not always: If the "strictnes" includes keeping track of a reference (like with translations based on a master document) you cannot go get creative and add new stuff to, say, the german version if the master document is english. So for some things it makes sense to ease the gap by writing filters (between docbook format and wiki markup through ReST for example), but sometimes the "gap" is not in storage but in procedures to follow, and requires other tools.
