I wait until:
/etc/init.d/S20sitesummary-client start
finished.
But i think not that the script fix:

May be that works on a combi server.
May be a small web page with "Please wait until service is available" is a
bugfix?
Sorry run /etc/cron.daily/sitesummary does not help here.
