I do not have any useful experience with pykota, but notice it was requested for debian in 2003, but never uploaded into the archive. Check <URL:http://bugs.debian.org/198828> for that story. The home page on <URL:http://www.pykota.com/software/pykota/> make me believe this is something we should look at for Debian Edu.
