I tested to install it, and scribus seem to be translated to nb_NO, at least. I also tested using LANG=nn_NO.UTF-8 LANGUAGE=nn_NO:nn:nb_NO:nb and this did gave me english menues. I suspect this mean scribus is not using the gettext libraries and is ignoring the LANGUAGE variable.
